H.3.4 Degraded Workflow

A paved path needs a documented way to repair the pavement.

• Name which raw tools and minimal configuration remain available when the normal wrapper or generator fails.
• Keep owner and escalation lookup accessible independently of the failed build or review path.
• Bound emergency permissions, credentials, and bypasses; record their use and restoration condition.
• Prefer diagnosis and repair over deleting local or shared state that contains useful evidence.
• Exercise the path before an incident and retire workarounds after the supported route recovers.
