Change admission converts candidate evidence into an authoritative source-state decision; artifact promotion is separate.

  • Strict presubmit or queued admission pays wait before merge; optimistic admission pays recovery risk after merge.
  • State which evidence must be fresh against which prospective base and when reuse remains valid.
  • Define global or scoped known-good state and the complete results that advance it.
  • Unknown or incomplete evidence leads to a named fallback, blocked scope, or accountable risk decision—not an implicit pass.
  • Preserve failure attribution across per-change, batched, post-submit, and scheduled lanes.
