  • Measure transfer, storage, indexing, query, review, ownership, concurrency, queue, and maintenance demand by service.
  • Segment cold and warm workflows, languages, platforms, teams, change classes, regions, and partial-workspace cohorts.
  • Model growth, bursts, backlogs, dependency saturation, and degraded capacity rather than fleet-wide averages alone.
  • Test whether a proposed optimization moves latency, compute, storage, support, or failure cost elsewhere.
  • Reserve and rehearse capacity for recovery and migration work, not only steady state.
