Promotion moves an identified artifact between delivery states; unlike change admission, it does not alter authoritative source or rebuild the bytes.
- Build immutable artifacts once where possible and record each environment or cohort transition.
- Define eligibility, approval, ordering, supersession, health gates, soak time, proceed, abort, and repair authority.
- Use progressive exposure to limit runtime blast radius when signals can support the decision.
- Keep service-owned requirements compatible with repository-wide safety controls.
- Distinguish publication mechanics from policy over which candidate may advance.
