Discovery is global even when editing is local.

• Index source, symbols, references, history, ownership records, generated surfaces, and representative consumers.
• Keep organization-wide search available from sparse or partial workspaces; populated paths are not the discovery boundary.
• Let people move from a symbol to definitions, callers, examples, owners, and change history.
• Distinguish a missing result from an unindexed language, stale index, access restriction, or genuinely absent code.
• Preserve owner lookup when review, build, or primary ownership services are degraded.
