Stewardship says who maintains and understands an area; approval authority may be a separate role.

  • Distributed ownership files, central services, and generated platform records trade update locality, contention, tooling, and failure behavior.
  • Record maintainers, domain experts, escalation contacts, and retirement responsibility explicitly.
  • Revalidate records as teams, products, and services change; syntactic validity can conceal operational abandonment.
  • Keep ownership discoverable from search and during build or review degradation.
  • A contributor may change code without accepting its long-term stewardship.
