- Separate peer quality review, stewardship approval, domain expertise, language or platform expertise, and special-policy approval.
- Ownership files, expertise graphs, rotations, author choice, and automation trade precision, load balance, maintainability, and transparency.
- State when representative, global, or local approval is sufficient for a cross-boundary change.
- Review generated and broad changes through semantic inputs, transformation evidence, affected owners, and explicit exceptions.
