A migration needs one observable completion state even when its patches are distributed; unlike standing policy, the program is expected to end.
- Maintain a consumer inventory with owner, current state, cohort, blocker, exception, and evidence.
- Define entry and completion criteria for each cohort or shard and the conditions for expanding scope.
- Prevent new use of the old surface while the transition remains incomplete.
- Track conflicts, failed transformations, review capacity, and independently deployed risk separately.
- Keep partial recovery and accountable stop decisions available when the plan's assumptions fail.
