A migration needs one observable completion state even when its patches are distributed; unlike standing policy, the program is expected to end.

  • Maintain a consumer inventory with owner, current state, cohort, blocker, exception, and evidence.
  • Define entry and completion criteria for each cohort or shard and the conditions for expanding scope.
  • Prevent new use of the old surface while the transition remains incomplete.
  • Track conflicts, failed transformations, review capacity, and independently deployed risk separately.
  • Keep partial recovery and accountable stop decisions available when the plan's assumptions fail.
