Migration is incomplete while the old state remains a supported path.
- Stop new adoption, communicate deadlines, and identify remaining consumers before removal.
- Remove compatibility shims, flags, generators, exceptions, branches, docs, and dashboards that existed only for the transition.
- Archive decision and audit evidence while redirecting or deleting stale operational guidance.
- Give dead code and retired products an owner for consumer checks, data, artifacts, access, and support closure.
- Verify the new state survives normal operation and recovery before declaring the program finished.
