  • Central decisions suit organization-wide invariants and shared infrastructure; they concentrate authority and failure impact.
  • Federated decisions combine ecosystem expertise with shared coordination and compatibility obligations.
  • Domain-owned decisions preserve local context while accepting variation and integration work.
  • Name proposer, decision owner, affected constituencies, implementers, exception authority, and retirement authority separately.
  • Escalate only the scope that truly needs shared authority rather than every implementation detail.
