A standard is a versioned lifecycle, not a bounded migration program or permanent configuration value.

  • Record problem, owner, affected constituencies, alternatives, evidence, compatibility, rollout, exceptions, reversal, and retirement.
  • Canary checks, configuration, toolchains, generators, IDE settings, and CI policy before broad enforcement.
  • Prefer actionable diagnostics and automated repair to detached reports or immediate global failure.
  • Measure adoption, false positives, latency, reliability, support load, cost, and unintended cohort impact where those results govern the standard.
  • Revisit or retire the policy when assumptions, products, or platform capabilities change.
